In the crowded world of scientific publications, the demands for Latin American journals are increasing, while the conditions in which developed countries compete are unequal. The inequity with respect to the investment of the gross domestic product of a country in research is evidently reflected in the low possibility of carrying out research with high technology and access to the tools and software that allow a medium competitiveness with the leading countries. In the same way, the policies around the measurement of scientific quality that are generally imported from the first world, without counting among many others with the limitations already mentioned, generate a climate of restlessness in those academics who wish to communicate and disseminate their results and who hope to have any real impact on communities that can take advantage of such information. © Revista Colombiana de Ciencias Sociales.
