Abstract

The following lines are aimed at showing the changing character of the concept
of Constitution both at historical and territorial levels. It reveals the importance of
generating a concept of Constitution directly associated with the Political Chart enacted
in 1991. Such concept, as will be seen, may be taken from jurisprudence established
by Colombia’s Constitutional Court, as it, operating as the apex of the constitutional
hierarchy in Colombia, is the competent authority to analyze the elements embodied by
the concept of Constitution, and to allow its synthesis, from such elements. In regard
to the methodology employed in the development of the present paper, bibliographical
referencing was made from different authors and from several judgments by the
Constitutional Court, which makes the present paper a merely descriptive piece of work,
where a concept of Constitution, proper of the 1991 Chart, finally emerges.
