Abstract

The current article shows the Colombian regulations for protection to a healthy environment in contrast to what is evidenced from the contaminated Manizales Stream from which it is alleged that lies dead attributable to exceeding its load capacity to receive residential and industrial dumpings, which are legally and illegally carried out. The main objective of this study was to determine the effectiveness of the decisions of the environmental authority -CORPOCALDAS- in the protection of the environment in Manizales Stream, the methodology chosen was qualitative and with descriptive ranges. The main conclusion is that dumping permits obviate the load capacity of the waters in the stream and the lack of effectiveness of the environmental authority’s decisions in the protection of the environment in the case of study in the area of dumping.
